EAA is currently seeking candidates for the position of Monitoring Specialist to be responsible for developing, operationalizing and managing the EAA’s overall Monitoring framework, tracking all progress made towards meeting EAA strategic objectives, results, indicators, and targets and ensuring that they are being consistently and systematically tracked and reported.
Facilitate the review of the diverse EAA current program monitoring practices, principles and strategies with the objective to harmonize and integrate them into common practices.
Facilitate the drafting of EAA M&E mandate, scope and strategy for Monitoring functions at the portfolio, Program and Partner project levels. Taking into account existing monitoring approaches of EAA programmes, develop a comprehensive monitoring framework (including operational plan) for EAA programs and oversee its implementation.
Supervise and document the development and implementation of strategies to provide technical assistance for the integration and optimization of reporting systems for EAA, harmonized across all EAA programs.
Contribute in providing technical inputs in strategic planning concerning measuring program results and impact through evaluations, knowledge generation and management.
Provide technical assistance and advice to EAA Programs in creation of Key Performance Indicators (KPIs) for performance monitoring, quality assurance, and monitor quality of reports on achievements on periodic basis.
Provide technical leadership in designing, planning, monitoring, data analysis, report preparation and dissemination in collaboration with the relevant EAA and its programs’ teams as per the global standards.
Verify M&E plans for quality and adherence to global standards, ensure effectiveness of the data reporting systems, instruments or tools for EAA and its programs.
Review Program monitoring reports to identify trends and to produce occasional analytical reports of key issues emerging and reported to management. Develop analytical dashboards for real-time reporting and undertake periodic reviews of EAA Monitoring and reporting systems against EAA key performance indicators and results.
Facilitate/Supervise the data reporting and analysis of Program progress reports and ensure adherence to EAA M&E operational commitments and quality standards. Using data in EAA MIS-database, provide timely, accurate and complete analytical progress reports to the EAA’s leadership and external stakeholders on progress and performance of Programs and projects.
Working with the EAA Evaluation Specialist, develop and implement mechanisms for EAA programs and EAA level utilization of monitoring data in EAA evaluations
Identify best practices and potential models in EAA programs that could be scaled-up.
Develop cost effective instruments and analytical tools for the collection and analysis of Program data as needed throughout the life of the EAA’s initiative. Based on robust evidence and meta-analysis of data, identify strengths and weaknesses of strategic and operational approaches reaching/targeting the key beneficiaries and suggest areas for improvement.
Working with EAA M&E and Program Teams, develop/refine SMART metrics for quality, innovation, scalability, learning, and sustainability
Working with data analyst, analyze periodic reports and relevant data, including the data in the EAA-MIS, to monitoring and report on overall progress of EAA and its programs.
Contribute to the effective and efficient conduct of EAA meetings, workshop, conferences, and events, as appropriate
Continuously strive to maintain quality standards of all M&E systems with particular focus on Monitoring data and reporting requirements.
Support in maintaining a high level of quality and appropriate branding for all progress reports and products posted, published or distributed by EAA.
Support external contractors contributing to EAA M&E activities as appropriate and necessary
Undertake the assigned tasks and complete expected deliverables on time
Support in carrying out any additional tasks, projects or responsibilities as may be assigned by supervisor, reporting manager or EAA executive management from time to time.
In order to be successful for this role, you will bring:
Bachelor’s degree in a relevant field or equivalent qualifications/experience.
Or a Master’s degree in a relevant field and 7 years of relevant full time work experience.
Previous international exposure in various NGOs, Non-profit and education sectors and other related industries
Solid experience in overall project monitoring framework, strategies and implementation
Other requirements:
Expert in quantitative, qualitative, and/or mixed methods research methods, statistical design and analysis, particularly as applied to program evaluation.
Knowledge of international donors, government ministries, civil society organizations, and education policy makers in the field of education
Articulate oral and written communication skills in English
Knowledge of Monitoring & Evaluation Tools, Techniques and Approaches
Project Management
Well organized, able to manage multiple tasks
Capable of working independently with minimal supervision but skillful in collaborating and coordinating with other project staff and partners.
