Qualification & Experience
Qualification : Bachelor’s Degree in Electrical / Electronics Engineering, Instrumentation and Control Engineering or Substation Automation Engineering from a reputed university
Experience : More than 7 years of relevant experience in Electrical Power System Substation Automation & Commissioning
Interview: Must pass authorization interview and qualify as Authorized person.
- Good knowledge about international standards and Kahramaa standards and practices
- Good experience with Tele‐control / SCADA process & installation procedure
- Has experience in Siemens/Alstom/Areva/Schneider/ ABB SCS System
- Has thorough knowledge in substation control system technologies and protocols
- Has hands on experience in SCS/RTU/SCADA erection, installation, testing and commissioning
- Has experience in verification of RTU / SCS & SCADA (Control Centers) system drawing with reference to approved design documents / drawings.
- Good experience in O&M and execution of Projects and Commissioning activities
- Good interpersonal skills and maturity of judgment
- Fluent in English correspondence. Knowledge of Arabic is an advantage
- Computer literate and presentation skill
- Requires mobile communication during normal and outside office hours for emergency contact
Major Duties
- Inspection of Substation, Telecom systems prior to commissioning and identifying defects and noncompliance with Kahramaa specification.
- Confirm all major defects are rectified before commissioning
- Witness all major pre‐commissioning activities
- Prepare commissioning programs
- Issue necessary safety documents
- Verification and approval of drawing submittals, site test reports, method statements, schematics and spare parts.
- Confirm NOSP submitted meets all Kahramaa requirements
- Upload Substation data in appropriate network.
- Carry out close coordination with Contractors to close SCS / RTU & SCADA (control centres) system related issues throughout the project period.
- Carry out inspections related to Defect clearance, Taking Over Certificate and Final Completion Certificate
- Co‐ordination with contractors and consultants and Kahramaa departments for all commissioning activities
- Witness Substation control system erection, installation, testing and commissioning for new projects.
- Issues site notice for Major/Minor issues throughout the project period
- Carries out close monitoring of energized substation SCS / RTU & SCAD system, TOC defect clearance until FAC issuance.
- Performs testing of contractual SCS / RTU spares and completing related procedures
- Handles commissioning and testing of SCADA (Control Centres) & substation automation systems such as RTUs, Servers, Communication gateways, HMI’s etc.
- Supports end user Department/Section for NOSP clearance & NOSP documents for review, approval, etc.
- Provides status reports and updates on assigned projects.
- Ensures all major defects found during inspection are cleared before commissioning.
- Prepares list of common problems and issues observed during erection, FAT, SAT, and commissioning. Coordinate with Contractors to provide and implement permanent solutions.
- Review TOC/FCC and provide technical/contractual clearances
- Support Kahramaa staff in the design, development, implementation and commissioning of substation automation systems and applications.
- Ensures functionality and reliability of all Telecom / Tele control equipment
- Reviews and comments on draft As‐built drawings, Operation and Maintenance Manuals submitted by Contractors/ Manufacturers.
- Attend standby call.
- Performs other related duties as needed upon request / instruction by the immediate supervisor.
- Should be able to travel extensively within the state of Qatar
- Should work in compliance with Kahramaa safety rules
- Should have valid Qatar driving license
